Thanks. I have added myself as a watcher for that issue.

On the PROD system we have over 2 GB now of these files in
/tmp. PROD is over-provisioned and should be ok for a while
more but we would like to understand and resolve the
fundamental problem. DEV fills up within a few days.

In the meantime, I see in the JIRA that Penn right now is
bouncing the loader every day and deleting associated files.

Is it straightforward to tell with files are needed by the
loader only?

What happens if the "wrong" files do go away? Is it just a
"cache miss" and only affects performance or will "bad things"
happen?
