Ok, I'll take "local entities" for $300 Alex.

I guess if this gets out of hand, a separate subject source is probably the
way to go.

I think you could do this with built in "local entities". If you are
interested in that I can make a document about it. Otherwise, you can make a
table and a subject source. You can insert into the table and add to a WS
group in a one timer GSH script.

Is there some documentation on best practice for managing grouper web service
accounts?

It looks simple to add them to Tomcat's tomcat-users.xml, but they have to be
subjects also. Should I create another subject source?
