I don’t think it missed anything, that zip was a fix.  I will make a patch for it.

Yes and I've been meaning to get back to you but it's been a busy week. That file fixed the problem, so I think you're right that other files must not have been copied. I started to go through the folders to see what was missed, but got sidetracked. BTW, I had lots of problems running the upgrader, mostly due to the ojdbc6_g.jar file it copied over. I think I was able to work around that, but I wonder if that caused the upgrader to miss some things. Is there an easy way to force the upgrader to ignore that file?

After the upgrade, my account, which is in the etc/sysadmingroup, can no longer view the members of etc/webServiceActAsGroup in the UI. This comes back if I downgrade to 2.2.1.
