Are you in a new install or an upgrade?  What kind of authentication are you using?  Look at the web.xml and see if it has authentication in there, maybe remove?

With grouper v2.2 I am not able to get to the new UI. When I click it I get an error:

 

HTTP Status 403 - Access to the requested resource has been denied

Apache Tomcat/6.0.37

 

What I am missing?
