Sure, you could do that. In the latest Grouper, there is the "local entity"
type of group which might make more sense, but you could use a group as well.

Groups are valid 'subjects' in most contexts in Grouper. Does this extend to
saying that the value of an ActAs parameter in a WS call can be a group id
and not an identified person?
