I tried it on windows and it worked fine.  Though 2.1.1 is not officially 
released yet right?  :)

It shouldnt be in the dir you mentioned, it should be e.g.:

grouper.ui-2.1.0\dist\grouper\WEB-INF\classes

Do you see classes there?  Does the UI work?

You see in the apache-tomcat-6.0.35\conf\server.xml

<Context docBase="C:\temp\gi2.1.1\grouper.ui-2.1.0\dist\grouper" 
path="/grouper" reloadable="false"/>

When I use the 2.1.1 release grouperInstaller.jar, 
thegrouper.ui-2.1.1/webapp/WEB-INF/classes directory is empty. The properties 
files are usually there along with other stuff. Any ideas?
