I've seen this behavior on Firefox, but not just with Grouper-- basically 
anything with a drop-down.
I've always assumed it was a browser bug.

During the TechEx demo I observed some UI odd display issues.

The screen shot shows that the "pop up" detail for the subject is not placed 
near/below the "Member name or ID" box.

FWIW: as the user scrolled up and down the page the "pop up" box placement 
also moved around on the screen too.

The use was using Win10 with Chrome. ( Which I also use. And I have never 
seen this behavior. )

I am not sure what was causing the issue, or if it has been observed before, 
so I wanted to report it in case it helps find a bug.
