you specify where you want the patches downloaded... I think you ran the 
grouperInstaller from conf, and the default is where you run it from, but one 
of the first questions is where do you want the patches downloaded.  

If you are talking about the content of the patches, if there is a part of a 
patch that needs to be on the classpath, then it goes in conf for the API 
because that *is* the classpath.

I'd like to suggest the patches be moved out of 'conf' and into somethig 
better named, like 'patch'.
