I tried it during the dev call and the tooltips are accessible on mobile devices (with a droid at least), in dojo they are clickable J

 

On yours the experience has a small issue, the page rescrolls to the top instead of just showing the tooltip.  Hopefully the dojo ones just show the tooltip

Look @ Hospital Employee link in a mobile browser.  Granted, I did not use the dojo mobile tooltip stuff, so if you're smart about selecting mobile vs desktop you'll probably have a better experience.
