I think organizational scope would be permissions resources Iits not a
runtime thing), though it is possible to do it with permissions limits, if
someone wants to do that let me know.

Looking at the list of examples on the wiki(
https://spaces.internet2.edu/display/macepaccman/Use+Case+Tabulation) , there
are many use cases that match Chris's notion of limits. I am unclear as to
how limits would be used to express things like use case b-1 where there is
an organizational scope.
