Here are some ideas for development:

- import/export that includes all data (rewrite, cut features?)
- new web services: privilege nonlite, subject lite service, new WS strategy, 
permission service, web service versioning, utilities (e.g. namespace 
transition), other things UIs need
- loader to do permission resources
- loader to have option to only load members if new group (so can be manually 
edited after initial load)
- intersection version 2 [uses new table and hook like logic] (group to 
group, arbitrary group to membership, deal with permissions, end date the 
membership/permission instead of remove
- notifications that are flattened
- high performance high availability web services (based on replication of 
the flattened table)
- loader in webapp (web service?) instead of command line
- permissions ajax ui
- attributes with free form value, multi-value, value validation, 
multi-assign, usage restriction
- migrate to svn
- ldappc to use notification
- change versioning number strategy so we have a build number
