Hey,

Im almost done with a first pass of Grouper notifications and change log.  I 
just need to register more Grouper actions with the system.  Right now only 
group type and group changes will trigger change log entries.

Anyways, I have a working notification consumer, here is the documentation of 
how to make a notification consumer:
