Penn found these two issues, and I have fixed them in the 1.4 branch:
1. If there is a problem with a group delete in 1.4, the privileges can be
removed, but not the group. Then the user has problems. So I put the group
delete actions in a transaction so it cannot go halfway and fail.

2. If subject attribute values are null in WS, the XML returned is not ideal,
so don't send back nulls, convert to empty string.
