for your consideration and discussion. It is based on the GPO goals for the
meeting, which are: (a) secure buy-in from founding members; (b) agree on the
approach for soliciting additional members; and (c) reach sufficiently
detailed agreement on mission, structure, and operations to enable the
consortium’s extensive legal staff to draft foundation documents.
