I've seen a couple of deployments experiment with this, though I'm not 
sure any have gone to production.

The easiest way to do this is with a plugin that prompts for the desired 
information, then does whatever automation you want. A plugin has full 
access to the COmanage data model.

REST API v1 does not support all of the capabilities you will likely 
need, though you could get a basic COU set up. REST API v2 will offer 
full access to all models.
