COs are basically isolated from each other, so out of the box this isn't 
supported. It could probably be done with a plugin or over the REST API, 
but that depends on the specifics of your use case.

Can you describe a bit how you would expect this search to work? Is this 
an administrator driven process (user calls support, support searches 
for record), or some sort of self service process (login page has a 
"click here to search for your identity" link)?
