That turns off the CakePHP caching. Usually when this "fixes" an upgrade
issue it indicates that you have skipped the step in the upgrade
instructions to clear the caches, usually found in
/var/log/registry/caches.

If you are confident that you are properly clearing the caches (see the
note in the wiki about "Sometimes the cache clearing failed...") and
still see this issue please let us know.
