You can either define a verification message in the enrollment flow
itself (the older way, this will be deprecated eventually), or you can
define a message template via Configuration > Message Templates. Make
sure to set the template to the "Enrollment Flow Verification" context.

Both approaches use the same substitutions, which are defined here:

Note the correct substitutions from your sample message would be

 ... for (@CO_NAME) has ...

and

 ... this is a valid request.

 (@INVITE_URL)

It looks like you're getting the default messages from lang.php, which
seem to be old/buggy. I'll fix that for v2.0.1. (Most people just
replace these right away, so I'm not surprised we haven't noticed this.)
