This is typically indicative of abandoned enrollments.

When an enrollment is started, a petition artifact is created almost immediately[1] to store metadata about the enrollment. A petition can go through a few steps before an enrollee (and therefore a name) is attached to it. If you view a petition without an enrollee, the UI will display "New Enrollee" since there is no name. The underlying record does not have this text.

You can change this text via Localizations.

I think there's an RFE in JIRA somewhere to prune stale enrollment records...
