I believe you are reading it right. In other words, you should be able
to upgrade the code directly to v0.9.4, but you must still run the
post-upgrade steps described for v0.9.1, v0.9.2, and v0.9.3, and v0.9.4.
(v0.9.2 will be the most annoying.) I would definitely try this on a dev
instance before upgrading prod, just to make sure things work smoothly.
BTW, you can check app/Config/VERSION for the most recent release
correlating to the version of code you are running.
