A follow-up in regards to auto-provisioning not firing when a CO Person Role
is modified or added. In fact, It does trigger, but will fail if one of the
above conditions is true (such as multiple roles with the same
'organization'). Specifically, it will delete the existing user and and then
fail on the add. Like the rest of automatic provisioning, there is no notice
of success or failure.
