Yes, these notifications use the internal notification system. (The 
other notifications predate it.) As long as the group members have email 
addresses attached to their CO Person records, it should "just work".

While I wouldn't rule out some sort of bug, email notification to groups 
is working on one of my systems. I'll try to configure it on another and 
see if I can reproduce it. However, it may be specific to some 
configuration on your installation, which will be tricky to debug over 
email.
