Yes, these notifications use the internal notification system. (The other notifications predate it.) As long as the group members have email addresses attached to their CO Person records, it should "just work".
While I wouldn't rule out some sort of bug, email notification to groups is working on one of my systems. I'll try to configure it on another and see if I can reproduce it. However, it may be specific to some configuration on your installation, which will be tricky to debug over email.

Are these notifications part of the Registry Notification internal system?
I am seeing the notifications in the notification menu for new and
updated enrollment petitions, but not seeing emails as described at
https://spaces.internet2.edu/display/COmanage/Registry+Notifications
My enrollment flow has a notification group defined, and members of
that group have valid email addresses on the CO Person record.
I cannot find the flaw in my configuration that is preventing emails
from being sent. And help would be very appreciated.
