Following up on this topic from previous dev calls, I've written up the 
following proposal for version numbering:

There are a couple of ramifications from this proposal:

Ioannis' "global localization" feature (CO-1748) is definitively a 
breaking change, which requires a major version increment.

After v3.3.0, our next feature release will therefore be v4.0.0. (I've 
got at least one other breaking change in the queue.) This would be the 
Fall 2020 release.

The "breaking changes for framework migration" release becomes v5.0.0, 
and framework migration itself ("Registry PE") becomes v6.0.0. (Of 
course, both of these version numbers are subject to change.)

Please share your comments via this thread. We can also discuss on our 
next call (June 3). Other than changing the JIRA version labels (which 
are easy enough to change back) I haven't yet made any changes related 
to this proposal.
