I've drafted a new proposal for what basically amounts to a refactoring 
of how Organizational Identities are treated in Registry v5:

Before we commit to this or some variation, I'd like to get community 
feedback, but before we do that, I'd like y'all to review it. This 
proposal will result in a fairly complicated transition path, but 
ultimately better data separation and simpler enrollment management.

We can discuss this on the next dev call of course, but in the mean time 
feel free to throw thoughts somewhere. (Except maybe not in Confluence 
comments, I find those sort of difficult to work with.)
