Putting in place as much of some of the COmanage basic functionality as
possible so that we could facilitate further development and testing.

So I would target being able to

- create/edit/delete a CO
- create/edit/delete a COU
- create/edit/delete a group
- create/edit an EnvSource enrollment flow (and all that entails)
- provision one CoPerson record to LDAP

There is a fair amount of COmanage specific conventions that both you
and Arlen have in your heads but that is not documented--details at a
higher level than the coding style. 

Things like the design of the StandardController and how it works,
MVPAController, what Javascript should be used for certain visual
effects on pages, and so on.

I would like to see those types of things (their migration equivalent)
documented if at all possible.
