I'm looking at feature-3.1, and I'm not able to duplicate what you're 
seeing.  I'm getting the People menu for all my COs - using Firefox 54.0 
on OSX and Ubuntu.

First - is this happening to every CO you visit?

Second - is the People menu hiding under the heading bar?  Try clicking 
above the Groups to see if it will expand (or investigate it with a dev 
tool). That bit of margin about the Groups tag in the screenshot looks 
questionable to me - when I remove the People anchor (or list element) I 
don't have that gap.

Forcing a reload to ensure all the CSS is up to date is useful too 
(though I'm sure you've already done that).
