I've pushed a couple of bug fixes to develop and merged develop into
feature-3.1. It was a bit of a messy merge, so keep an eye out for
things that don't look right.

3.0.0 is not quite ready to go. In particular,

(1) Arlen needs to write a small amount of documentation and resolve CO-224

(2) New (minor) rendering bug CO-1511 assigned to Arlen

(3) Some other housekeeping that I need to do.

Once these are done we'll have the 3.0.0-rc1 ready.

The feature-3.1 will continue to be the new development branch until the
final 3.0.0 release is tagged, which won't be until sometime towards the
end of August.

The timeframe for 3.1.0 is just before TechEx, with 2.0.2 and 3.0.1
releases as needed.
