I have just pushed a very large series of commits that cleans up the
license and copyright information in the header files. There are some
things for you to be aware of:

(1) This commit touches almost every file, so you should do a git pull
ASAP (certainly before doing any meaningful work).

(2) All new files must use the new header format. See any updated file
for an example, but if you already have files in progress based on the
older format you will need to do the following:

 - Replace the license language
 - Remove any explicit copyright references, including the @copyright tag
 - Remove the @version tag

(3) Familiarize yourself with the updated instructions for managing
external packages, available here:

As part of this process, I performed an audit of all existing packages
and updated the inventory here:

This cleanup does not actually change the copyright license of the
project, but rather it cleans up the documentation and compliance of the
existing license and copyright.

Please let me know if you have any questions. You need to understand
this stuff, especially if you add new files or external dependencies to
the project.
