I've pushed some commits for CO-297 that implement a new /local
directory. Once you pull these changes, you should be sure to run the
steps here:

 https://spaces.internet2.edu/display/COmanage/Upgrading+Registry+to+v1.0.0

In general, /local is where you put customizations that you want to
carry forward when upgrading versions.

Let me know of any issues you find.
