In order to eliminate the gazillion manual steps that sometimes
accompany releases, I've added support for upgrade management via the
UpgradeVersionShell. You can read about it here:

When upgrading, this shell will automatically call the DatabaseShell.
(For a new install, you continue to run DatabaseShell directly, not
UpgradeVersionShell.) The wiki has been updated to indicate this.

Note if you're hacking away at the schema for some ticket you're working
on, you'll still probably want to run DatabaseShell manually to update
the schema. UpgradeVersionShell is intended to be run once per version.
