I just pushed an initial github provisioner to develop. It's a large
commit (~5 MB) because it includes a bunch of dependencies added via
composer (php dependency management). We haven't used composer until now
(mostly no need), and its use is constrained to the plugin, but we might
consider using it more in the future.

There were also a few tweaks to the other provisioners as part of this
(including the grouper provisioner). These changes shouldn't affect
production use of the provisioners, but you never know.
