(1) That looks great and (2) git is fantastic. (I stashed my current work and created a branch from your pull request to test it out.) I'll merge this into develop. Are you still using superfish for the menus?
To add notifications, use the cake console.
$ ./Console/cake notification
will get you help. You'll end up with something like
$ ./Console/cake notification TestCO uid:plee openid:mk2 openid:m5t2 XTST "Testing more stuff" "http://npr.org"
Keep in mind the identifiers you specify must be attached to CO People.

I'm looking forward to moving past the header and into the main page
content. A few minor stylistic tweaks were made to tables (padding,
width) which I forgot to comment about in the commit message, but
otherwise I've not done much down there yet. "My Population" will get
attention first.
I'll add a new ticket soon for responsive design. This should be a
reasonably straightforward application to make responsive.
I'd like to take a look at the notifications for stylistic purposes;
what actions should I take if I want to get some notifications to appear?
