r662 adds the supporting code so we can start removing the co parameter 
from most (but not all) URLs. This is one of those changes that is 
likely to cause a lot of small problems, so please be on the lookout for 
unexpected errors related to CO not being specified.

Relatedly, any view that directly pulls the CO ID from the request 
parameters (very old code does this) will need to reference $cur_co 
instead. (CO-363)

I suspect Arlen will get to do most of these updates, but anyone who 
touches view code should look for and update URL generation.

I'll be updating Cake later today and then tagging 0.8.4 in preparation 
for (hopefully) migrating to git soon.
