I've committed the core code for notifications so folks (particularly 
Arlen) can see the basics. Nothing will automatically generate 
notifications currently (that will happen in 0.9), but you can use the 
Notification shell

 $ cd app
 $ ./Console/cake notification

to manually generate some.

Once created, you can acknowledge or cancel them (linked from the red 
dropdown). You can also view them after resolution, but you need to 
manually construct the URL (no index view yet).

I'll be doing a couple more commits before tagging 0.8.4.
