The current CSS doesn't look bad, but it doesn't appear to have the same
level of code style adherence that the php files appear to have.
It evolved much the same way. And feel free to refactor. For example, there's a bunch of stuff in View/Layouts/default.ctp that should be pulled out into separate files or completely rewritten.
