So the blocks look awkward when sorted by 'ordr'.

So I tried a two-column layout:

That has the same potential problem but is easier to adjust the order for.  Going back to the single-column may be for the best though:

I had to modify the model to not concatenate the names of the fields with the labels.  Any attributes that didn't come with a label previously are collected and displayed in the last block under Other Attributes.  The height of each box is adjusted to be the same as the rest of the row.

Is this a good arrangement or will we need to customize the page more?
