The specific task of creating a "Kerberos" identifier requires no coding 
and is a LIGO specific task.

This is all pretty reasonable for the plugin. It might be nice if the 
plugin could leverage the existing email notification infrastructure and 
verify the email address as part of the operation.

Also, while I will continually insist this is a LIGO specific plugin :) 
I think doing it in a general way and making it an optional part of 
COmanage will make sense. We can have a conversation on whether or not 
it makes sense to track this in the COmanage JIRA. Possibly it does.
