I did a completely fresh checkout of 386, attached it to a new database, and still can not reproduce Scott's errors.  We'll meet sometime this afternoon and hopefully figure out what's going on.

self_enroll was dropped in a recent schema update. You have old code referencing it, or caches that reference old code.
