Thinking about this some more, I like the idea of the "actions" sidebar 
combined with the data tabs. I think the number of actions is going to 
increase, so accounting for that now is good.

Here's some ASCII art as mockup (for CO Person):

I'm not too concerned about the nuisance of switching among the tabs. 
Initial data entry will generally be done via a petition form, so you 
only need to swap tabs when you go back later to change some data.
