I've created a 'Demo' CO and set you as the admin. (You're also a CMP 
admin, but you shouldn't need to do anything with that.)

You should be able to add people as follows:

1 - Create org identity, which must have an email address
1a - If you add a valid eppn identifier, the user will be able to login
2 - Invite the org identity to the CO
3 - Confirm the invitation (this sets the status to 'Active' so LDAP 
will see the record)
4 - Add a Role to the CO Person (LDAP will honor valid-from and 
valid-through dates)
4a - If you add an address and/or a phone number, they will show up in LDAP

Here's what your record looks like in LDAP:

I'd suggest not adding more than a couple of records (just to shake out 
any questions) until I get COmanage Directory installed and you can see 
the results of what you do.
