Thanks, but I'm already doing something that's effectively the same with the elements.  Each of the "blocks" I set up for the various parts of the header lives in its own file under /elements, and given their size, I think that's a good thing.  It's too bad the block system isn't as well developed as in Drupal, but I think leaving things as elements should be fine for now.
