Let's be more general and not limit the question to Japanese (but maybe list it as an example), talking about how we have a use case for generating ASCII identifiers from non-ASCII character sets.

So we want to ask something about how common it is for IdPs in countries which use languages that aren't represented in ASCII to have ASCII representations available for publishing via SAML (or even LDAP or something else).

This could apply to pretty much all Asian languages, and even European languages (which use ç, ñ, ø, ö, etc).
