On Friday's dev call, we decided to upgrade to CakePHP 2.0 sooner rather 
than later (it should be less work to do it now). I've updated the 
roadmap to reflect this with a new 0.4, and the previous 0.4-0.6 getting 
bumped to 0.5-0.7.

I also moved some tickets related to work we'll do in Pasadena in 
December from 0.3 to 0.5. In theory, we'll get 0.3 and 0.4 tagged by the 
start of the f2f.

There's not really any new work in JIRA, just a bunch of tickets moved 
around.
