The current code is UTF-8 compliant, and I periodically test with 
Japanese (as a pretty extreme test case). (I should probably also test 
with right-to-left languages such as Hebrew.)

We haven't implemented identifier assignment algorithms yet, but I 
believe we'd just use Cake's slug function for this type of conversion.
