They should be able to search for, create, modify and delete groups (assuming they have the rights to do so), and add/remove members from those groups.
Looks like you'd just create a class that interfaces with grouper and implements the com.atlassian.user.GroupManager interface, and takes care of any translation between stem:group:group naming and Confluence naming.
