I would suggest that we designate Heather and Digant as the co- 
gatekeepers, and once they determine that someone possesses the  
requisite clue and ought to be made a committer, they would then pass  
him/her along to me. I would in turn follow up with the person and  
work with Renee to get the signed agreement in place, and let you know  
when it is done.

As for a simple patch, I would assume that the keeper of the code  
being patched would review it for quality and either approve/accept it  
or work with the submitter to make it better, as appropriate. Thus no  
agreement needed?

Or other suggestions?
