I would suggest that we designate Heather and Digant as the co- gatekeepers, and once they determine that someone possesses the requisite clue and ought to be made a committer, they would then pass him/her along to me. I would in turn follow up with the person and work with Renee to get the signed agreement in place, and let you know when it is done.

As for a simple patch, I would assume that the keeper of the code being patched would review it for quality and either approve/accept it or work with the submitter to make it better, as appropriate. Thus no agreement needed?

Or other suggestions?

What is the established protocol for soliciting and collecting these as people join the team? And what if someone just submits a simple patch: what is the threshold for which one must have submitted a signed agreement?
